UN Abortion PoliciesAt the International Conference on Population and Development (ICPD) that was held in Cairo in 1994, the international community agreed in paragraph 8.25 of the ICPD Programme of Action on a common position regarding abortion:  “In no case should abortion be promoted as a method of family planning. All Governments and relevant intergovernmental and non-governmental organizations are urged to strengthen their commitment to women’s health, to deal with the health impact of unsafe abortion* as a major public health concern and to reduce the recourse to abortion through expanded and improved family planning services.

UN Population and DevelopmentThe United Nations states: “The International Conference on Population and Development (ICPD) was held in Cairo, Egypt, from 5 to 13 September 1994. Delegations from 179 States took part in negotiations to finalize a Programme of Action on population and development for the next 20 years… The ICPD draft Programme of Action builds upon the World Population Plan of Action adopted at the 1974 World Population Conference in Bucharest, and the 88 recommendations for its further implementation approved at the International Conference on Population in Mexico City in 1984.”
